Biography
Ms Julia Leung has been Chief Executive Officer (CEO) of the Securities and Futures Commission (SFC) since1 January 2023.
Ms Leung joined the SFC in March 2015 as Executive Director of the Investment Products Division. She became Executive Director of the Intermediaries Division in June 2016 and took on the additional capacity of Deputy CEO in March 2018.
In more than 25 years of public service, Ms Leung has extensive experience in financial regulation, market development and international cooperation. Prior to joining the SFC, Ms Leung was the Under Secretary for Financial Services and the Treasury from August 2008 to December 2013. Before that, she served at the Hong Kong Monetary Authority for 14 years, spending the last eight years as the Executive Director responsible for financial cooperation with Mainland and other international regulators.
Ms Leung graduated from The Chinese University of Hong Kong and earned a master's degree from Columbia University in the City of New York. In 2014, she authored a book on how Asia has surmounted various financial crises.

Biography
Ms Chan brings more than 30 years of global capital markets leadership and expertise. She has played a leading role in supporting the transformation of Hong Kong’s listed market and infrastructure, enhancing market quality, attractiveness, and efficiency, and helping position HKEX as a leading global exchange group.
Ms Chan has held leadership roles in legal and financial services with Asia-Pacific and global responsibilities. Before becoming CEO, Ms Chan was HKEX’s Co-Chief Operating Officer, where she oversaw the Group’s key operational and strategic functions. Ms Chan first joined HKEX as Head of IPO Transactions in 2007 from Morgan Stanley, where she spent four years leading the legal function for the investment bank’s Asia capital markets business. She rejoined HKEX in 2020 as Head of Listing, after serving as a partner at international law firm Davis Polk & Wardwell focusing on capital markets between 2010 and 2019.
Ms Chan is a frequent contributor to the World Economic Forum and is a member of the Forum’s Centre for Financial and Monetary Systems Advisory Council.
In Hong Kong, Ms Chan served as a member of the Financial Services Development Council between 2015 and 2018, and was a member of its Board of Directors between 2019 to 2020. She was also a member of the Standing Committee of Company Law Reform and the Disciplinary Panel of the Hong Kong Institute of Certified Public Accountants.
Ms Chan was featured on Fortune’s Most Powerful Women in business list for 2024 and was ranked in the Top 10 in Asia. She was also recognised as one of the World Federation of Exchanges’ Women Leaders between 2021 and 2023. In addition, Ms Chan was recognised among IFLR1000’s Asia Best Lawyers in 2019 and was named The American Lawyer’s Dealmaker of the Year in 2018.
Ms Chan holds a Bachelor of Laws from the University of Hong Kong and a Master of Laws from Harvard Law School. She is admitted as a solicitor in Hong Kong and an attorney at law in New York State.

Biography
Mr. Mohammed has been instrumental in driving the Exchange’s growth and transformation. Under his leadership, the Exchange has implemented significant market enhancements and introduced innovative financial products. Among his notable achievements during his tenure are the Saudi Exchange’s inclusion in major emerging market indices, the successful launch of the Nomu-Parallel Market, and facilitating the seamless public listing of Saudi Aramco in 2019 – the world’s largest IPO.

Biography
Ms. Ding was awarded the Medal of Honour by the Hong Kong Special Administrative Region Government in July 2021 and appointed as a Justice of the Peace in July 2024. In April 2025, she was appointed by the Hong Kong Special Administrative Region Government as an Independent Non- Executive Director of the Hong Kong Exchanges and Clearing Limited.
Since January 2023, Ms. Ding has held the position of Vice Chairperson of the Hong Kong Financial Services Development Council, concurrently serving as Convener of the Mainland Opportunities Committee since 2019. She transitioned to the role of Permanent Honorary Chairperson of the Hong Kong Chinese Fund Association in 2020 after serving as its chairperson. Her current roles also include membership in the Hong Kong Mandatory Provident Fund Schemes Appeal Board, Executive Board Member of the Treasury Markets Association Council, Executive Committee of the Investment Management Association of Singapore and non-official member of the HKSAR Government’s Task Force on Enhancing Stock Market Liquidity.
Throughout her career, Ms. Ding has held significant positions including member of the Product Advisory Committee of the Securities and Futures Commission, Process Review Panel of the Securities and Futures Commission, Securities and Futures Appeals Tribunal, Financial Infrastructure and Market Development Sub-Committee of the Hong Kong Monetary Authority, Co-Chairman of the International Business Committee of the Asset Management Association of China, and the Vice Chairperson of Chinese Securities Association of Hong Kong.
